God is who decided what is moral. Man can claim something or twist something to fit his own agenda. But it doesn't make it true.
It cant be twisted depending on the method or moral or ethics used.
It also adds ways of measuring it beyond god said so
One of the biggest taboos in morality is doing something primarily for personal gain to the detriment of others.
If it hurts someone else it isnt even allowed in 2/3 systems I know of. at least when it comes to using it for your gain.

When we say God, we refer to the Judeo Christian deity. Using god is a generic term that could just as easily reference Odin

God enforces morality by pure invocation alone. When you invoke a higher power with your moral code, that gives it the weight of authority needed for people to respect it.
You don't need the state to force people to follow that morality. Rather, it is conducted purely on the aspect of social pressure and the belief of importance.
When you can get people to believe in something, then that thing acrews meaning and, in turn, becomes important.
John Locke, himself, made the point pretty clear numerous times throughout his political treatise about the importance of religion as a foundation of society.
