There is rationality in discrimination. If you dont have the facilities to differenciate between individuals you rely on larger and larger demographics.
Dont know which muslim is a terrorist? Ban them until you can tell the difference.
Until we can accurately gauge massive numbers of individuals by their individual traits, its easier and more cost effective to rely on more common traits.
