Also it makes everyone know what you will never do regardless of the situation.
Also in the cold war gone hot plans nato was planning to make the first strikes at strategic targets and the Rhine area, to slow down the Soviet because they didn't think they could win a conventional conflict.

That hurts the courts legitimacy at the end of the day
It still highlights a fundemental problem... to the CTRL-Left anything that doesn't get in lock step is bad (Facist, Imperialist, Insert here -Phobic, and so on) and illegitimate.
