increases miles of track that needs to be maintained, trade off usually is limited rail speed because you can only upgrade the existing stuff so far
then you have bureaucrats running things so you get what happened with the Acela here in Connecticut. They fucked up the paperwork, so the tracks are too close to one another around the turns, since most of the commuter rail is 2 or more sets of tracks. So the Acela cannot lean over far enough in the turns so its capped at 50mph instead of the 70 or so they usually can go.
