Declaring a national emergency gives the President the ability to use military funding for whatever purposes he deems fit.
So he will use the military to build the wall, essentially.
I hope so.
I mean, he's clearly thought plenty about it. When he announced the move, he stated that he was fully aware it would be contested in many left-leaning district courts around the country
So he'll hopefully be prepared for whatever happens.

He's fully aware he's a loner through most of this. Which is one of the reasons I have all the more respect for the man.
