Hijab is a wide category. It doesn't only refer to veils that cover the face. At least not in the western world.
I think this is a classic Europe versus US thing.
Europeans won't admit it, but they are much more protective of their culture(s) and can be kinda xenophobic at times (look at France and their insistence and protectiveness of their language)
Americans (almost uniformly as I can tell) will typically view banning hijabs as an affront to freedom of religion. And you're going to find even less support of bans in libertarian-ish communities.
