Hiring based on how it will look, instead of how it will BE, is always fucked up.
It's bias for sure but I wouldn't see it as that bad as hiring purely on race basis

If all things are equal (Which is probably 1 in 5000 at the most) go by the culture you think they're from. Culture largely determines what people will have as a work ethic.

If you have two perfectly equal candidates (which never happens anyway) then yeah, flip a coin. The problem is more realistic if you have one with more work experience but with an abrasive personality that might affect your other employees versus one who you know would get along better at the office but is less qualified.
