But you'll find just about any game has the Lock and Key mechanic

well it seemed huge, but then Link pulled out the masters sword and the world just shrunk 😛

A lot of those games have locks for new regions, but the lock isn't the gameplay

There are combat encounters in those same places. There's larger areas of traversal. You will not get a "puzzle room" like in OOT, where it's just "find the lock"

Also many of the "for its time" arguments fall flat when you look at 98's lineup

well, Forest Temple is where you get your bow to do it

so obviously in order to make it lock-and-key

They need to guide you to the bow first

and then you get access to the otehr places

yes, so in order to not have you just walk free around the temple, half of it is barred by a simple system that requires you to find the bow first
