He'll spend the surplus money on frivolous things.

Why not teach them how to make fertilizer.

Regarding giving poor farmers fertilizer as a means of preventing them from resorting to violence, please bear in mind that fertilizer is readily turned into a low-order explosive.
NATO tried that exact idea in Afghanistan. It didn't work well.
