Well you see if you have a firearm, which had been recently developed and is not even that popular in army market, but had already been implimented in civilian market, it will probably catch the attention of militias which will buy it in mass amount. Making newer guns less accessable will just result in them having to use shittier weaponry.

On black market newer guns usually cost a fuckton more than their market price because it takes too much effort to actually get them.
