i recently saw an interesting thing about it, that it actually started with the war of 1812 with veterans getting pensions, iirc, and same with the civil war. but what ended up happening was that the eligibility for the pension kept increasing because the people that were just on the edge of the cutoff complained. so it kept expanding. that's what happens, it grows and grows.
