The USSR didn't want them to think they were another Socialist country like Yugoslavia, just part of the Union. Why would East Germany propagate the myth and demand money for destroyed churches? Would seem rather uncharacteristic of them to ask for money to repair churches, considering the USSR's atheism.

I don't think anybody wanted to pity the Germans, and if you asked any Englishmen if they felt bad about Dresden, they'd probably say it's payback for the bombs they dropped on us.
