Facebook will comply, and perhaps Google. I don't think smaller companies are going to be able to.
This legislation seems to have been created with the capabilities of the biggest firms in mind, and the idea of bullying smaller firms into surrendering control over content to the biggest firms.
If you run a phpBB forum, you can't possibly identify AND remove copyrighted material within one hour.
if you have a closed forum it cant be reported
So they'll have to get some sort of plugin that outsources the burden of identifying copyrighted material to some massive firm with a huge AI.
Google has bots that crawl the internet for copyrighted material.
