@Abel One interesting point: The divergence appears to have occurred right around 2000. There's a question if this is due to the Bill Clinton Impeachment proceedings or simply the election of Bush.
I can say that I distinctly remember a level of unprecedented hatred as the Bush presidency progressed. You can still smell it on this server.

So something around the 10% mark seems accurate.
When you get to the 5%-10% range statistical noise becomes nasty.
But yeah, that is kinda deceptive if the data provided says 7% and the chart uses 10%.
