The warning order needs to be given now. A military deployment of the required scale takes a great deal of planning and logistics and can't be done quickly.

The military may very well have plans drawn up but often those plans are woefully out of date and out of touch with the current operational reality.

Simply cobbling together a few thousand sets of riot gear and less-than-lethal munitions would be quite a challenge. This isn't a mission that the military regularly trains for.
They'd need some tweaking for sure. But there's always that talk about how they sit around and write up plans. Like if the Girl Scouts were to try and take over the country by force and other silly stuff like that.
Because it takes the edge off the stuff that's actually controversial.
