The problem with the railways right now is that the rail lines are privatised and many lines are for different kinds of trains so you can't do much. that is the argument for nationalising the entire railwas

Here's the solution for you (for me) - reduce taxation on car drivers - it should not be in total more than the cost of maintaining and running the road network
Put the difference on general taxation
the companies that RUN the train don't OWN them. They're owned by rolling stock companies who then lease the trains to the train operating company.
