That will only result in a later, more sudden, uncontrollable outburst.
you have no idea if an area that "has no cases" is full of people in incubation period

The virus can't be "contained", it'll break out eventually. And when it does, you need to be prepared.
It's best to let it spread in a controlled fashion than to contain it for long periods.

imo, closing borders and going all out on tests is the best course of action
they need to figure out more conclusively if it causes long term damage
