Tbh reserves should convert to private ownership, rather than tribal ownership
and the people on it should be recognized but differentiated, no different from any other international treaty.

The thing is, if these bands ultimately want to convert to common law, private land claims actually become pretty easy to make.

The only thing that peeves me are situations in which people in first world nations, especially having been brought here from 3rd world nations, pretend to be appealing to fairness when they want some form of compensation for historic ills.
@Undead Mockingbird Well, if it's concrete, it is payable and closable, if it is ambiguous, that is where you run into problems.
The net benefit they have received, by comparison to people in most parts of Africa, are so insurmountable as to make any such claims ridiculous.
If it is conceivably possible to continue fabricating debts from records, then sure, you're fucked.
If they have a personal, legal claim - fine. Let's get this over with and settle it.
