which is my contention with making broad, sweeping statements about the treatment of rape in some countries.
The Congo for sure has what you might call a "rape culture"
Rape used to carry the death penalty.
There was no point in western culture at which we did not take rape seriously.
in that society, public gang rape of people related to you is sometimes considered appropriate punishment.

you cheat on your husband so your family gets raped as your punishment?
It just seems that it creates a form of justice at the expense of another form of injustice
not that it would ever really be acceptable to produce a legal remedy which is at once an injustice to a third party, and justice for the plaintiff.
and ass rape seems fit punishment if you rape someone.
I'm not sure what kind of f'd up punishments there are in some kind of Islamic country, but I'm not going to bother my head about them in our countries.

There were cultures with cannibalism. That doesn't mean I am going to worry about the cultural impact of cannibalism in New York.
Rape has been a crime that was punishable by death since the earliest day of western society. That's enough for me.
i would be really worried if there was cannibals in my city...
I now feel that the term "perverse incentives" has been overused, and no longer holds the crucial meaning I intend it to impart in this particular case.

Well, differential enforcement is a problem for every crime under the sun.
We treat rape differently, though, because our primary concern is how it relates to WOMEN.
Because it's a crime that is seen to particularly affect women, we treat it differently.
