You can use CPAP as a mouthpiece, [some air pump] as a driver and all that is left is brains to control it, the most important part, then also you need 3D printed adapters to connect hoses and keep the pressure.
It is DIY-able

Use a bit of acetone on the fitting to narrow the diameter down on an ABS part

You can 3D-print loosely and then hand-file it to size

because they dont randomly have specialized equipment lying around

as if thousands of people in NYC and elsewhere will have time to even order and receive such parts

i'm looking at a design that works but people can use any spare controller boards they have on hand to implement

just like you can use a PIC, AT-Tiny, Arduino, STM or Motorolla for a MCU project

just load Marlin witht the correct config file matching your hardware and you are good to go

branch Marlin and implement the ventillator control menus just like in the spec
