Ventilators are the air pressure devices in a medical field, they are the glorified air pumps

You can use CPAP as a mouthpiece, [some air pump] as a driver and all that is left is brains to control it, the most important part, then also you need 3D printed adapters to connect hoses and keep the pressure.
It is DIY-able
