I am fine with paying for cosmetics in a shop designated for that, but hiding progression in game through loot boxes is really bad taste.
As long as the content is new, from a paying shop, I am okay with that.

I am playing fallout 4 with her dlcs to get used to it again, before I seriously get into fallout 76.

It has atom rewards for completing challenges, which you can unlock cosmetics and other things which you then proceed to craft.
That allows them to add more parts to building system over the years.
There will be 5 factions from my understanding.
On top of that, there is a story-line that you can follow... finding the Overseer.
You will come across factions, side-quests, etc, etc...
