The problem is that it's really hard to verify that the letter is sent by the person claiming to have sent it and the chain of custody is necessarily broken.

I think alot of the problem is the person running things down there. After all, every other county than those 2 got it done without issue.

When a vote is registered in person, you can check ID, have it on camera and you know exactly where the records are.
