Most people fail to define or refuse to define what "survival" or "living" is in relation to a minimal wage
Minimum wage laws protects against abuse
If the wage does not reflect the market value of your labor, you are deluding the market.
If you want to give someone free money - maybe. But don't fiddle with the price.
Though also wish to universally raise the minimum wage to no less than 15 USD
(Or alternatively, believe in the labor theory of value)

Whatever you do, fiddling with supply and demand only skews with price signals.
If you want to put money into people's pocket, just do so.
If the minimum wage is below what one could make in the market, the law is ineffective.
If it's above what one would be paid, it falsifies the supply and demand equilibrium.
All the minimum wage presents is a floor. It's not ineffective if people get paid more than it.
Surprisingly, Norway has no minimum wage
but they have Unions to reduce abuse
Their agreed minimum wage from the unions is equivalent to £21 in GBP
The effectiveness of minimum wage however is entirely based on how well you can maintain an economy with it

Labor prices didn't just descend into a bottomless pit before minimum wage laws. There is a dynamic in markets that provides a natural floor for any given job.
People being paid more does not mean minimum wage works if there are more negative consequences than positive ones, especially if it does not actually increase spending power by those who work for minimum wage
