its not on steam and im not sure if u can play without microsoft/windows but they eventually ported gta 5 to pc even if it was 2 years
i prdict it will be sooner cuz the vast majority of buyers will get it for consoles immediately then they port it and the pc community will buy and ppl who have consoles and pc most will likely buy again
