The legion I think is cool but they just don't seem capable, rangers have gotten pretty good at killing them

Rangers make up an extremely small portion of the army, the overwhelming amount of the NCRs military is untrained and underequipped

The game presents the NCR as an overstretched, underprepared, inefficient democracy. While it presents the legion as a very solidified and organized force so I think legion would win

At the very least in Nevada the closer they got to shady sands the harder but the NCR is still very overstretched so take it as you will

Not to mention the massive famine predicted to kill millions in new California
