new computer, wont boot at all. Take old computer and try to upgrade CPU and GPU, turns on but random;ly turns off

@Timcast It might be a heat issue. Monitor CPU temp. Some have failsafe. If heat sink is not on properly, this could be the cause.
The only thing is to read the motherboard manual and start decoding POST beeps/lights
Other reason might include PSU, but then it will usually not turn on.

That could be a multitude of problems, that is very difficult to diagnose in chat. So I just offer my sympathy for Timmy

Ah, talking about diagnosis, there is also the Event Viewer. Look for error events before the reboot. Many kernel events go there and it might outright tell you why it rebooted. @Timcast
Type eventvwr into the Run dialog.
You want to look under System events.
Based on the posted info i doubt he even got the OS booted
