step 3, Said unproductive and regulated countries now have to spend more than they could possibly earn, thus become permanent debtors to the EU
step 4, bail these countries out every year in exchange for voting for your plan, or you fine them for being unable to carry out the regulations
step 5, Now that you have additional votes, you can push forth more immigration so you can force more and more debt on each nation, and bail it out with money from the rich nations until everyone is poor and unable to leave

step 6, reveal your true socialist colors, and establish a new dynasty in Germany called the 4th Reich
