I suspect a lot of this comes down to people generally not bothering

and paying the price

which they are clearly willing to pay, since these places stay in business

when it comes to reservation-only restaurants, the customers are setting the price whether they like it or not.

I have family who have worked with their share of party animal coke heads who siphon huge amounts of company property off to "promotional expenses"

I think it's some mix

of low-competence business owners

with labour in the mix
