I saw what I thought was the ISS through a telescope but it's too small in my aperture to be a plane and moves too slowly.

lets say the ISS is a smallish balloon, not very high up, with lights connected, using tethering tech to propel.. wouldn't the joke be on us thinking it's this spectacular thing orbiting earth
