they are obviously a much more complex type of balloon, i mean remember we're talking billions of dollars here i doubt it'd be a simple balloon only

how can you tell how fast it's moving if you don't know it's size nor it's height?
I cant track planes with my 8" scope. I can track the Goodyear blimp however.
You can track planes at high enough of an altitude

Because every plane I've ever seen goes past my fov and I cant track it. Balloons do not. This was in between, must mean its higher up.
We do use HABs from time to time, but those are not satellites
