restating the premise is not evidence of the premise

you are looking down the beam so your vision is beant the same way

also notice the camera is below the laser where this bending happens stronger closer to a body of water

i would hypothesize 2 possibilities

that the air below the laser is bending light downwards stronger than where the laser is
or that the air above the camera is bending the light up stronger than the camera is

die to my understanding these are equally possible directly above a body of water

if the body of water os colder the first one is more likely
if the body of water is warmer then its the second one thats more likely

first one works if the region of highest gradient (boundry layer)
is where the camera is
second one if the boundry layer is where the laser is
