what do we think about atmosheric refraction in relation to lasers mainting a constant height above large water bodies?

we know that lasers do not maintain a constant height above large water bodies... the laser will be closest to the water in the middle of its path

but this is not related to atmospheric refraction so i guess its not a good response to your question ;P
