Protection of the people above all. The people should realize that few of their freedoms will have to be curbed in order for the state to protect them.
But system is very abstract, like it could be an economic system, a strategic system, an internal system, an external system, etc.
But all systems, in all cases, must protect the people.
And they must do so by trying to curb as few of their freedoms as possible.
depends on what state of war you're in.
if it's overseas or not on your doorstep then the government shouldn't interfere too much.
If we're talking invasion of your land then I can see the merits of conscription or the government seizing stuff like vehicles for the war effort.
There is not much point in keeping your people happy if they get killed by the enemy.

Yeah it definitely does depend on the scale of the war but the main thing that should change is the direction of the economy through state intervention if necessary, but companies will want to provide the best services to the government at the lowest cost and the nature of the economy should naturally shift to that based around a war. Stuff like conscription should be implemented but most average Joe's make mediocre soldiers at best so, in the modern day, a small and skilled fighting force is far more valuable than a horde
