Well it's called septuagint because 72 different Hebrew scholars separately came to the exact same translations, to the letter rather miraculously.

Then it was Vatican scholars who debunked it

i'm not implying that the folks in the rcc knew it was a forgery but i think that when it was forged it was forged in interest of the pope

It appeared believable because he did have that kind of power, he didn't really need the decree. The only novel part of it was that Constantine had given up lands 400 years earlier than that. Other than that most of it was common belief.
