Well it's called septuagint because 72 different Hebrew scholars separately came to the exact same translations, to the letter rather miraculously.

It appeared believable because he did have that kind of power, he didn't really need the decree. The only novel part of it was that Constantine had given up lands 400 years earlier than that. Other than that most of it was common belief.
