Men's restrooms will get dirty, sure. But there's this point at which most men realize they shouldn't add to the filth, and it seems to level off.

If women's restrooms aren't cleaned by a janitor, they will continue shitting in overflow toilets and leave tampons on the ground.

Men's rooms will get unorganized, but they get sick of their own filth after a while and wipe up their toilet or do their dishes.
