That only says that they had enough grain and potatoes to survive. They had far less access to meats, sugars, oils, etc. In other words a much less varied diet, which is generally not nearly as healthy as a varied one.

It says in that reuters report about the Soviet Union that the average American consumes more calories. In fact the only reason the U.S. had a poor diet was because they ate more sugars and oils. Also this was in 1983 after the U.S.S.R had reformed under Krushchev, for much of Soviet history, much of the populace starved
