While the small ones are government funded and supported.

It's also corrupt as hell and essentially a dystopia
But it has failed in so many other places

You can try and spin it all you want, but Communism fails. Socialism fails and will fail as well. Putting democratic in front of a word doesn't change it.
The only reason government control failed is because that people who cannot manage it were implaced.

The people become too dependent on the government
