By restricting supply, you get some black market demand, but you also see the demand curve shift until the overall demand is lower, which means that the number of “bad guys” with guns would be lower than originally.

The USSR etc tried to stop market forces and they resulted in a "second" economy bigger than the original I believe, because consumer demanding consumer goods they couldn't get due to inefficiency.
