I think that reaching a second USSR will be very difficult, but must be done. Not sure how though. Where in the world could a regional bloc emerge that would be viable enough to go for this? Not really certain at all. Its certainly not viable in the old republics of the Union where, although nostalgia is strong, means of toppling the elites aren't there. And anything within the sphere of NATO or China isn't gonna work either, so it seems pretty fucked all things considered.
