Civil war is justified in instances where the people are downtrodden, suppressed and exploited. Transnational war is justified in cases where there is reason to believe that your country (or an alliance of countries collectively of which yours is a member) are about to be attacked by a foreign power.
Not the kind of American "uuuhhhh Saddam was gunna nuke us" bs, but actual evidence, irrefutable evidence.
