Segregation has failed you'd need to root it in culture as the system is unable to enforce it.
Segregation was great in my opinion because it kept the races to themselves while at the same time seeing blacks succeed just as much as whites economically and socially.

I mean I view segregation as a form of discrimination. Whites are not allowed in black spaces and vice versa. They're judged based on their race and kept out of certain places.
