I think President Trump is hinting at the deep state Fed Reserve...used in changes from 1913 to 1918 to 1928 changed system to great depression. "Tarriffs ended in 1913 and then went to a totally different system in 1918; totally unrelated. And then in 1928 you had the Great Depression for a lot of different reasons not necessarily our country's fault, but a little bit our fault"
