The President and his staff unlikely to be even subject to the Hatch Act. They are on duty 24/7 so many provisions of it could not apply. Obviously the President can do political work.
The Hatch Act is for those outside elected office. In the many branches of Government. The FBI, CIA and on and on. It covers Government employees. However Presidential appointed employees have some limitations. They can not order their employees to break any law including the Hatch Act,. They can do politics on the job, just can not have staff who are government workers, not presidential appointed, do political work.
We do not know who Q is. It is unlikely he or she is a government employee. Most likely a president appointed not subject to the Act.
By definition Presidential Appointed are political allies. Their job is to make sure that Presidential orders, political in nature, are carried out. Difficult to say oh this order is not politically motivated but that one is. Actual government employees live by a different standard and in some cases must say the Hatch Act does not allow me to do that.
If fired for that then they are considered a whistleblower, at least if they are correct. If not they will just lose their job.
Judges of course do not work for the President and others as well. Many do.

The Deep State is trying to redefine the Hatch Act to include everyone. That is not reality. It will not stand if challenged by the current Supreme Court.

When I worked for the Government it was made clear to me. I was subject to the Hatch Act. I had to abide by it. However it was also made clear to me the President and those appointed by him could also do politics. Not all some could not like Judges. Others had to be careful when they did it.
Fact is no one has ever been convicted under the Hatch Act. However those appointed are far different under it than those who got their job though the normal process and those who keep their job no matter whom is President.
