There are some things that make sense and some that don’t within the laws of armed conflict

The tank ruptures and you get chucked in the opposite direction, and everything is covered in fuel, but it doesn't explode.

They’re also replaceable so they don’t have to be refilled
The propellant I lean
Most people don't realize almost every military flamethrower model uses a magnesium torch because it's the only way to reliably ignite the fuel
Even the Wex was fairly safe, and that was pretty much the first protable flamethrower
