It's basically the observable effect of stupid people thinking they know it all - and smart people thinking they know very little.
As a side effect it makes the stupid people arrogant, and the smart people humble; i.e. you.

@felldie1496 I'm no psychologist, so take the following with a grain of salt. I just thought it an interesting observation - if an old one. It was just thoroughly defined in the last 20-30 years.
At any rate, I think there are similarities, parallels, between the two - but they should not be used interchangeably, because they are not the same:
Cognitive dissonance occurs when you have conflicting data in your mind.
Dunning-Kruger occurs when you are lacking in data, or have too much of it - without enough self-awareness or when lacking awareness of others.

It can feel very disturbing in the beginning - because you probably won't be familiar with that feeling.
It can make you fearful at first.
