You need to tax locally on income so that people are paying according to their income, and to stop the absurd and damaging skew that makes it more preferable for more than one householder to work
I'd support that on the back of Time Parties recommendations
Taxing income locally rather than a home value-based tax helps all of the disadvantaged groups and promotes a more healthy family unit

To be fair, most local council funding issues go away when you move social care into the NHS as wanted by... just about every professional and academic body in the country
You'd need some kind of guaranteed minimum income for the council by central government, otherwise it doesn't work in deprived areas
