If they cut off your funding at an NHS level you wouldn't get anything private either
Paying for the NHS *is* mandatory, it's National insurance
they can only charge the NHS if its an NHS patient

As we all know, if the government makes a guarantee on something there is no incentive to lower prices/be competitive - see the broadband roll out in the UK for a prime example.
This is also why college is so expensive now in America - fed guarantees a lot of funding and loans are also guaranteed under certain diversity quotas
