Several years ago, this happened. Nobody could log into steam for 48 hours and those that managed it found their profiles completely barren and void of any information because Valve's datacentre had a hardware issue.

All steam games have an ID. 4000 is Garry's Mod for example. Each ID has an authorization pass. You might be able to launch games that *don't require a valid steam ID token* but you will not be able to run any game that does

You can write literally "1" in the password field and it will still let you into your library in offline mode.
Because its offline, its a closed system.
You would need to get an update from steam for it to be able to shut you out
